A: To set up a new user in PARCEL, follow these steps:

1. Click the gear icon at the top of the page, then click Add A New User in the dropdown menu.

2. Click Add User on the Viewing Users page.

3. Add user details. Fields with a red asterisk are required. You can create an account that has permission levels equal to or less than your own.

4. Click Submit to create the new user.
