Broadband Serviceable Location (BSL) Methodology

BSL is a code that we apply to the LightBox Location SmartFabric add-on product.

Introduction

Broadband Serviceable Location (BSL) is an attribute that is primarily used by public agencies and telecom companies to analyze the delivery of broadband to a location.  The attribute IS_BSL provides an indication that a specific location is expected to be a target for broadband Service or broadband addressable.  

The determination if a location is broadband serviceable is based on several factors including the associated address’ residential / business indicator and the land use code of the primary parcel.   If a location is determined to not be broadband serviceable location, then the NON_BSL_REASON attribute is populated to indicate why the location is not addressable.  

Assigning the is_bsl value

• Addresses that have a USPS residential / business indicator of Residential (R) or Business (B) are set to be Broadband Serviceable Locations.  
•  If the address has a USPS residential / business indicator of Unknown (U), then determination is based on the land use code of that parcel.  In the case that the location does not have an address then determination is again based on the associated parcel.  
• The Land Use Type of a parcel is used to evaluate the type of Broadband Serviceable Location. This can be considered a mapping that will provide the broadband serviceable type residential or business.  If the Land Use type should not be considered as Broadband Serviceable, then the mapping process will include a designation of the non_bsl_reason.

One additional item that can used in conjunction with the IS_BSL indicator is LOCATION_TYPE, the set of locations indicate the type of a specific location as follows:

LOCATION_TYPE values:

1. Primary Building
2. Secondary Building
3. Address Point
4. Addressed Parcel
5. Non-Addressed Parcel (future)
